The city authorities of St. Petersburg, by their refusal to agree with Navalny's supporters on the location of their rally on October 7 on the Field of Mars, violated the requirements of the current legislation, said Alexander Shishlov, Ombudsman for Human Rights in St. Petersburg. The organizers of the rally were not offered an alternative venue for holding it, the Ombudsman explained in a statement posted on his website .
