The Memorial Human Rights Center recognized Vitaly Shishkin as a political prisoner, sentenced to four years in a penal colony under part 3 of article 212 (calls for mass riots) and part 1 of article 282 (actions aimed at inciting hatred or enmity) of the Criminal Code.

First Deputy Chairman of the State Duma Committee on Natural Resources Ivan Nikitchuk and Deputy Chairman of the Committee on Economic Policy Nikolai Arefiev, who are members of the Communist Party of the Russian Federation, submitted to the State Duma a bill that introduces administrative responsibility for coming out - public recognition of one's non-traditional sexual orientation. A criminal case has been initiated against the director of the Library of Ukrainian Literature, Natalia Sharina, for inciting hatred or enmity using her official position (under clause “b” of the second part of Article 282 of the Criminal Code). This was stated on October 29 by the official representative of the Investigative Committee Vladimir Markin. The department will petition for Sharina's detention.
