The latest comprehensive survey of Russian companies by the country’s central bank has found that, in March, the business climate indicator reached the level seen in the second quarter of 2021 during the period of strong economic recovery following the COVID pandemic. Moreover, this level is one of the highest witnessed since 2014. The indicator reflects changes to the perceptions of businesses to the relative changes in their environment.

In the absence of public policy, its place in autocracy is occupied by a personnel policy, which becomes a reflection and the result of the struggle of elite factions, groups of influence and corporate interests, not balanced by the actions of public parties and associations.

In March, the business climate indicator, which the Central Bank calculates based on a large-scale survey of enterprises, rose to the level of the second quarter of 2021, when a vigorous post-pandemic economic recovery began. Moreover, this is one of its highest values ​​since 2014. The indicator reflects the business perception of relative changes in the environment, and current assessments of business conditions, as well as short-term expectations, are growing for the second month in a row.
