Ten years ago, on December 8, 1995, the law "On non -profit organizations" was adopted. Ten years later - today - bill 1 of the status of non -profit organizations is called into question 2 . Closing foreign representative offices, charitable organizations, tougher procedures for registering 3 public organizations (funds, churches, etc.), the state 4 makes the social world more and more flat.

The abbreviated version of the article was published in the journal Expert # 47 In the summer of 1990, the “Declaration on State Sovereignty” of the Russian Federation was proclaimed. It is hard to believe, but fifteen years later, 90% of the gross product of sovereign Russia 1 is created on production funds of Soviet origin. The dispute over amendments to the law on non-profit organizations has demonstrated that Russian politics does not want to “break the spell.” The whole mass of terms, concepts, proposals brought into the public space did not help to get rid of the feeling that the dispute is about something else. That each term needs some additional translation, decoding. And in such a situation, it is difficult to avoid the influx of hermeneuts who only aggravate the situation with their interpretations.

That each term needs some additional translation, decryption. And in such a situation, it is difficult to avoid the influx of hermenevites, who only exacerbate the situation with their interpretations.
