Discussion of the concept of “hate crimes” and recent amendments to the Criminal Code
On July 2, 2007, the SOVA Center organized a round table of human rights activists and lawyers interested in the topic of hate crimes. The main subject was the discussion of the relationship between the Russian concept of crimes motivated by hatred (ethnic, religious, etc.) and the concept of hate crime, which is dominant in the West, based rather than on the fact that the offender chooses the victim on the basis of his real or alleged affiliation to some group (ethnic, religious, etc.).
