On February 24, 2010, the Moscow City Duma adopted in the first reading the bill "On the Draft Federal Law "On Amendments to the Criminal Code of the Russian Federation and Certain Legislative Acts of the Russian Federation", which toughens anti-extremist legislation and restricts the rights of jury trials. Work on amendments to the law will last until March 10.

On February 12, 2010, it became known that in the new educational standard for elementary schools, half a lesson per week in the fourth grade is allocated for teaching “The Fundamentals of the Spiritual and Moral Culture of the Peoples of Russia.” The standard also states that “The name and composition of the subject area subjects will be clarified based on the results of testing in the constituent entities of the Russian Federation in 2010-2011 of the specified comprehensive training course.”

On February 24, 2010, the verdict passed by the justice of the peace of court district No. 3 of the Central District of the city of Kemerovo came into force in relation to 25-year-old resident of Tashtagol Alexander Agafonov. He was found guilty under Part 3 of Art. 33 - Part 1 of Art. 280 of the Criminal Code of the Russian Federation (organization of public calls for extremist activity). The court sentenced Agafonov to 2 years of probation.

On February 25, 2010, the Moscow City Court handed down a verdict in the case of members of the far-right group “White Wolves” who committed attacks in Moscow from April 2007 to January 2008. The defendants were sentenced to terms ranging from 6.5 to 23 years in prison. The alleged organizer of the group, 18-year-old Alexey Javakhishvili, was sentenced to 7 years in prison in a general regime colony.

On the night of February 14-15, 2010, more than 30 graves were desecrated at the Azov city cemetery in the Rostov Region. Monuments and tombstones were broken or damaged. At the end of February, a suspect in this case, a 19-year-old local resident, was detained. A criminal case has been initiated under Article 244 of the Criminal Code of the Russian Federation ("Desecration of the bodies of the dead and their burial places").

On February 25, 2010, it became known that Russia challenged the decision of the ECtHR in the case of the Scientology organization of Nizhnekamsk in the Presidium of the ECtHR. As a reminder, on October 1, 2009, the ECtHR recognized the right of the Church of Scientology of Surgut and the Church of Scientology of Nizhnekamsk to be registered as religious organizations in accordance with Russian law.
