The State Duma adopted in the first reading a bill on combating illegal content in social networks and amendments on fines for their owners. On April 12, 2018, the State Duma adopted in the first reading a draft law on combating illegal and unreliable information in social networks, as well as amendments to the Code of Administrative Offenses establishing fines for social networks. Both documents were submitted to the Duma by deputies Sergei Boyarsky and Andrei Alshevsky ("United Russia").

On April 2, 2018, the Zavolzhsky District Court of Tver fined Roman Sobolev for the song "Inkwell Girl" by the Kaffa group on the VKontakte social network. On April 2, 2018, the Zavolzhsky District Court of Tver considered the case under Art. 20.29 of the Code of Administrative Offenses (dissemination of extremist materials) against Roman Sobolev.

On March 25, 2018, a xenophobic inscription appeared on a grocery store in Novocherkassk. On March 25, 2018, in Novocherkassk, on Parkovoy Prospekt, the owner of a grocery store found the inscription “I don’t like blacks” on the wall of his establishment. The victims contacted the police. A video surveillance camera recorded that at about 6 a.m. an adult man in a hooded jacket approached the pavilion, took out a can of paint and wrote on the wall.

In the Kurgan region, a criminal case was initiated against a 40-year-old Muslim who distributed banned literature. April 11, 2018 year it became known that in the Kurgan region in 2017 a criminal case was initiated under Part 1. Art. 205.2 of the Criminal Code (public calls for the implementation of a terrorist activities, public justification of terrorism or propaganda of terrorism) and under Part 1. Art.

In Moscow, a court arrested in absentia a resident of Udmurtia, Vyacheslav Donguzov, for his participation in the Right Sector. On April 10, 2018, the Basmanny Court of Moscow authorized the arrest in absentia of Vyacheslav Donguzov, a resident of Udmurtia, accused of participating in hostilities against the militia of Donbass as part of the Ukrainian organization Right Sector. At the request of the investigator, a measure of restraint was chosen in the form of detention in absentia.

The Supreme Court of Crimea upheld the decision to arrest five Muslims detained in the Hizb ut-Tahrir case in Simferopol. April 10th 2018 was the Supreme Court of Crimea upheld the decision to extend the arrest five Muslims detained in November 2016 years in Crimea (under Art. 205.5 of the Criminal Code). Emil Dzhemadenov, Rustem Ismailov, Aider Saledinov, Teymur and Uzair Abdullayev will remain under arrest until June 11, 2018.

In the Penza region, the case of a resident of the Kameshkirsky district (born in 1990) was sent to court for audio and video recordings on the social network. In April 2018, the Gorodishchensky MSO of the Investigative Committee of the Investigative Committee of Russia for the Penza Region completed the investigation of a criminal case against a resident of the Kameshkirsky district (born in 1990) under Part 1 of Art. 282 of the Criminal Code (inciting hatred and enmity).
