A “citizen of the USSR” from Kemerovo was convicted of anti-Semitic calls. On October 12, 2023, in Kemerovo, a 49-year-old local resident was sentenced under Part 2 of Art. 280 of the Criminal Code (public calls for extremist activities). Most likely, we are talking about Nikolai Nekrasov, whose case was brought to court in January 2023.

A video showing the beating and humiliation of a man of “non-Slavic appearance” appeared on a closed far-right Telegram channel. On October 16, 2023, a video appeared in a closed ultra-right Telegram channel showing the beating and humiliation of a Caucasian man by an ultra-right group calling itself “Neo-Traditionalist Movement - Berkut.” (Probably an analogue of “Occupy-Pedophile”).

In St. Petersburg, teenagers who attacked passersby were detained. They are accused of hooliganism and inciting hatred. The alleged leader of the gang, Tural Mamedov, was extradited to the Russian Federation from Azerbaijan. On October 18, 2023, a criminal case was opened in St. Petersburg under Part 2 of Art. 213 of the Criminal Code (hooliganism) and under paragraph “a”, part 2 of Art. 282 of the Criminal Code (incitement of hatred and enmity).

Dmitry Lyalyaev was sent to a penal colony for more than two years. Previously, he was repeatedly fined for opposition and anti-war publications on social networks. On September 11, 2023, the Volzhsky District Court of Saratov sentenced a 58-year-old resident of the regional center under Part 2 of Art. 280 of the Criminal Code (public calls for extremist activities) and Part 1 of Art. 282.4 of the Criminal Code (repeated demonstration of prohibited symbols).

A resident of Ivanovo received two years probation. On October 19, 2023, the Ivanovo Regional Court sentenced 41-year-old Elena Tsvetkova under paragraph “c” of Part 2 of Art. 354.1 of the Criminal Code (rehabilitation of Nazism).

On October 18, 2023, it became known that a criminal case had been initiated in Kansk, Krasnoyarsk Territory, under Part 2 of Art. 148 of the Criminal Code of the Russian Federation (public actions expressing clear disrespect for society, committed with the aim of insulting the religious feelings of believers, committed in places specially designed for worship) and paragraph “a” of Part 1 of Art.

The authorities plan to supplement Art. 20.3.3 Code of Administrative Offenses and Art. 280.3, 207.3 and 284.3 of the Criminal Code. On October 19, 2023, the State Duma in the first reading adopted bills No. 445338-8 and No. 445350-8 amending a number of articles of the Code of Administrative Offenses and the Criminal Code.
