On August 12, 2009, a 17-year-old resident of St. Petersburg was detained in the Gatchina district of the Leningrad region, suspected of racist propaganda. The criminal case was initiated under Art. 282 of the Criminal Code of the Russian Federation (inciting hatred or enmity). The investigation suspects the girl that in July 2009 she posted materials on the Internet that called for the physical destruction of Africans.

We publish statistics from the Ministry of Internal Affairs of Russia on "extremist crimes" for January-April 2009. It is not entirely clear which cases under which "anti-extremist" articles of the Criminal Code are included in this information, however, as the Ministry of Internal Affairs clarified, it does not include crimes related to terrorism and the organization of illegal armed groups.

According to the Ministry of Internal Affairs of Russia in 2008, in the whole country, 17 crimes were registered, qualified under paragraph "l" of Part 2 of Art. 105 of the Criminal Code of the Russian Federation (murder motivated by ethnic hatred). We draw the attention of readers that the number of cases does not necessarily have to correspond to the number of deaths as a result of crimes committed.

In August 2009, our center became aware of the exact qualification of the charges brought against members of the Black Hawks group (a group of natives of the Caucasus who attacked people with Slavic appearance): Huseynov G.D.o. charged under Part 2 of Art. 213 (hooliganism committed by a group of persons by prior agreement) and paragraph 2 of Art. 111 (causing grievous bodily harm motivated by national hatred); Arutyunov G.A. charged under Part 2 of Art.

On August 13, 2009, in Moscow, near the Kuznetsky Most metro station, a group of 6 young people, apparently 20-26 years old, attacked a native of Nigeria and his friend returning from work. The young people tried to speak Russian to one of the Nigerians, but the man, who did not speak Russian very well, did not understand them and went to the subway. Then the Nigerian's hands were twisted, knocked down, hit in the face and fled the scene. One of the attackers was armed with brass knuckles.

At the beginning of June 2009, Roskomnadzor issued an anti-extremist warning to the Smolenskie Gubernskie Vedomosti newspaper “for publishing an illustration depicting Nazi symbols (swastikas) in issue No. 20 (640) dated May 26, 2009.” The indicated issue of the newspaper was at our disposal.

On the night of August 12-13, two attacks were carried out in one of the districts of St. Petersburg. Both attacks were carried out on Staro-Petergofsky Prospekt. In the park near the house number 16, two young people and a girl began to molest a man of Asian appearance, and then stabbed him with a knife. The man died before police arrived. A little later, on the same avenue near house 46, several people attacked a woman. The victim is in intensive care.
