Has the Ministry of Internal Affairs long ago developed plans to suppress mass protests?
On May 18, 2005, Lyudmila Alekseeva, Chairman of the Moscow Helsinki Group, and Lev Ponomarev, Executive Director of the All-Russian Movement "For Human Rights", appealed to Vladimir Lukin, Commissioner for Human Rights in Russia, in connection with the existence in the system of the Russian Ministry of Internal Affairs of illegally classified acts of the Ministry of Internal Affairs, giving the right to create illegal filtration points, and even shoot unauthorized protests.
