After the partial decriminalization of Art. 282 of the Criminal Code, a new article has appeared in the Code of Administrative Offenses - 20.3.1 of the Code of Administrative Offenses (incitement of hatred or enmity, as well as humiliation of human dignity). We collect the decisions made on it into a single list on a monthly basis.

In Tatarstan, a sentence was sentenced to a 17-year-old student for a cut tricolor and xenophobic comments on Telegram. On December 11, 2024, the Moscow District Court of Kazan sentenced under Art. 329 (abuse of the state flag of the Russian Federation) and paragraph "a" part 2 of Art. 282 of the Criminal Code (excitement of national hatred). Due to the minor age of the defendant, the process was closed.

In Klin, to 2 years in prison, the court conventionally sentenced a local resident who shouted racist insults to the woman and threatened to kill her. On December 11, 2024, the Klinsky City Court of the Moscow Region sentenced the case of a threat to murder on the motive of national hatred (part 2 of article 119 of the Criminal Code).

At the beginning of December 2024, in the Kemerovo region, a court sentenced Oleg Tyryshkin under Art. 205.2 of the Criminal Code (public calls for terrorist activities). The reason for initiating the case was several comments on VKontakte that Taryshkin wrote when discussing the death of the former head of Chechnya, Akhmat Kadyrov, during the terrorist attack at the Dynamo stadium in Grozny on May 9, 2004.

A minor from the Kostroma region is accused of creating the Made With Hate community, whose members committed several attacks. In December 2024, the Investigative Committee for the Kostroma Region announced the initiation of a criminal case against a 17-year-old resident of the region, suspected under Part 1 of Art. 282.1 of the Criminal Code of the Russian Federation (creation of an extremist community).
